I must give special thanks to the Hans Kelsen-Institut of Vienna, who authorized the publication of this translation. Excerpts in other languages that Kelsen uses (English, French and Latin) have been translated. The titles of works cited in the body of the text were also included, but accompanied by the original title in the translator's notes. Eventually, translator's notes were included to clarify some translation options. The options for whether or not to italicize terms follow the original text.
