Editorial Development Plan 2026–2028

This document outlines the development roadmap of Pensar — Journal of Legal Sciences for the 2026–2028 triennium, prepared in accordance with the SciELO Brazil Criteria of September 2024 and building on the journal's previous Strategic Plan 2025–2027. The EDP broadens the journal's planning horizon and structures its actions around public commitments to editorial professionalization, internationalization, and operational and financial sustainability.

The triennium's actions are organized into six strategic axes: (A) editorial governance and professionalization, including quarterly public minutes, continuous training, and an institutional policy on the ethical use of generative AI; (B) internationalization of the editorial board and the reviewer base, with progressive targets for 2028; (C) open science, IDEIA, and scientific integrity, encompassing informed peer review, vigilance against paper mills, CRediT taxonomy, and formal membership in the Committee on Publication Ethics (COPE); (D) editorial quality and production volume, with processing times below SciELO's recommended thresholds and full English translation of all original articles; (E) visibility, bibliometric impact, and progressive expansion of the journal's presence in international indexers, including obtaining the DOAJ Seal by the end of 2026 and an integrated scientific marketing plan; and (F) operational and financial sustainability, through a Diamond open-access model fully funded by the Edson Queiroz Foundation.

Quantified targets for 2028 include: raising the international composition of the Editorial Board from the current 47.8% to 55%; increasing international participation in the reviewer base from 17.2% to 30%; raising foreign authorship in original articles from 32.8% to 40%; and progressively strengthening the journal's bibliometric performance in Google Scholar Metrics, aligning it with the level of leading Brazilian law journals.

Implementation is monitored through public accountability mechanisms at three levels: quarterly monitoring with minutes published under Meeting Minutes; annual editorial performance reports published every March on this Strategic Management page; and mid-term (December 2027) and final (December 2028) reviews of the EDP.
