Abstract

The profound scientific-technique transformations represent an important aspect of the new contemporary society. Another fundamental aspect is the recognition of the growing interdependence of communities and people around the world. The national state, as a product of the transformations of the modern society, confronts a new situation. From one side, the problems transcended action extent and they request more and more in international ways of governanza and, on another side, the areas and places protest for a larger autonomy. The current situation of the world expresses that double tendency to become universal and decentralization in decision making. How is it that Brazil fits in that defiant scenery? Brazil needs to accomplish deep social transformations that will guarantee a larger participative democracy, also eliminating the poverty ends and wealth, at the time that should deepen the processes of regional integration and to promote changes in the structures of world governanza. Keywords: Development. World government. Decentralization. Interdependence. Social justice.
