Abstract

The struggle for the democratization inserts in a scene of contest about hegemonies in the subjects of the urban and environmental planning and management. It is argued hegemony, the democratization and the thoughts of planning and management in dispute in the Brazilian society. Important elements in the evolution of the planning and the urban and environmental management in the country and potentialities are pointed and restrictions to the democratization. It is concluded that the social fights are determinative, in the current historical context, to define the confrontation of the social injustices, inequalities and segregations that they cross the city.
