From an academic practical work developed between 2006 and 2007, and as part of the process of developing the Master Plan in Participatory Irauçuba (CE), was made a Socio- Space diagnosis in the City. This paper, through presenting some data and reflections, makes a critical describe of genesis and structure of the territorial council. In addition, to make an assessment by the processes and dynamics of development in semi-arid, particularly in the city focused, through of restructuring and reordering of its territorial distribution, for that way, faces the conflicts and contradictions socially consolidated. In this sense, the urban planning, over the territorial analysis, and understood as a social practice and struggle space between different social agents. That process acts on the ways of occupation, use, access and possession / ownership of various locations and socio-space articulations on the urban and rural areas of Irauçuba city. That paper presents the experience of urban planning; giving the methodological references and a development concept that supported the practical work project. Furthermore, that work characterizes the local council, presenting dynamics and social processes in order to mold its territorial structure. Finally, indicates contradictions between the territorial standards and dynamics socially established, and the capacities and needs of urban and territorial development.
